Not sure which permit fits you?Ask us which permit fits
The Georgian investment residence permit needs an investment of at least USD 300,000, or ownership of non-agricultural property worth more than USD 300,000. It is issued for 5 years, extended by 3 years at a time, and after 5 years it can become an unlimited permit with the right of permanent residence. Holders do not need a work permit.
The permit is in Article 15(h) of the Law on the Legal Status of Aliens and Stateless Persons (the Aliens Law). Amounts are paid in GEL at the USD equivalent.
Two ways to qualify
The law gives two bases for the same permit:
- An investment of at least USD 300,000, made under the Law of Georgia on Investment Activity Promotion and Guarantees.
- Ownership of immovable property in Georgia with a market value above USD 300,000. Agricultural land does not count. The value must come from a certified assessor working for a body accredited by the Georgian Accreditation Centre.
The permit also covers your spouse, your minor children, and people who are fully dependent on you or legally incompetent.
The two bases carry different duties once the permit is granted, so pick the one you can keep up for 5 years.
What you must keep doing
Investment route: turnover milestones
Every year you file turnover data from the Revenue Service. The permit ends if annual turnover falls below these levels (Art. 21(12)):
| Year of the permit | Minimum annual turnover |
|---|---|
| Year 1 | USD 50,000 |
| Year 2 | USD 100,000 |
| Years 3, 4 and 5 | USD 120,000 each year |
A passive investment that produces little turnover will not keep the permit alive. If you want to hold an asset without running a business, the property route is closer to what you need.
Property route: keep the property
You must keep owning the property. You may replace it with property of the same or higher value, but you must file the new Public Registry extract before your ownership of the original ends (Art. 21(13)). There are no turnover targets on this route.
Validity, extension and the unlimited permit
The permit is issued for 5 years. It can be extended by 3 years at a time, up to 12 years (Art. 16(1)(e), 16(3¹)).
After 5 years you can apply for an unlimited residence permit (Art. 15(k)). It carries the right of permanent residence. You qualify if you met the turnover thresholds, with fifth-year turnover of at least USD 120,000, or if you kept the qualifying property for 5 years. Your family members on the investment permit qualify too. Apply before the investment permit expires. The investment permit stays valid while your application is pending (Art. 16(5) to (6)).
For a foreigner without Georgian family ties, this is the shortest route to permanent status in the law. The general route needs 10 years on temporary permits; see permanent residence in Georgia.
What is not yet established. The fee for the unlimited residence permit is not shown on the PSDA fee page. The page lists review times of 30 or 20 days only.
Work without a work permit
Holders of a valid investment residence permit are exempt from the Law on Labour Migration's work permit rules (Art. 1(4)(f)). Since 1 March 2026 most other foreigners need the right to work before they can work or run a business. This exemption is one of the main practical differences between the investment permit and the cheaper short-term property permit. See our page on the Georgian work permit for who else is exempt.
How to apply
You file with the Public Service Development Agency (PSDA, the Ministry of Justice agency that issues permits) or at a Public Service Hall (a state service centre). You can also apply online. PSDA lists these documents for the investment permit, along with the standard application and passport copy:
- audited proof of the investment, or proof of title to the property plus the market valuation;
- a recommendation from a member of the Government, or from three Georgian citizens who represent a business based in Georgia.
Two general rules are relaxed for this permit. It can be issued while you are in Georgia on an ordinary C visa (Art. 14(1³)). The 40-day rule, which asks most applicants to file at least 40 days before their lawful stay ends, does not apply to it.
| Decision time | PSDA fee |
|---|---|
| 30 days | GEL 300 |
| 20 days | GEL 450 |
| 10 days | GEL 600 |
Foreign documents need an apostille and a certified Georgian translation. See documents for a Georgian residence permit and the full cost.

What the permit does not do
The permit does not make you a Georgian tax resident. Tax residency depends on spending 183 days in Georgia in any continuous 12-month period. Owning property worth USD 500,000 is also one condition of the separate high-net-worth tax residency route, which the Revenue Service handles. See high-net-worth tax residency.
The permit can still be refused or ended on the general grounds in the Aliens Law, including security grounds, criminal offences and false information.
